Commonwealth Cares for Children (C3)

Commonwealth Cares for Children (C3) provides monthly operational grants to the vast majority of licensed early education and care programs in Massachusetts. Launched in 2021 with federal pandemic recovery funds, C3 became fully state-funded beginning in Fiscal Year 2024. Massachusetts is the only state to sustain these grants at or above the initial level of federal funding, helping programs to remain open, support educators, and keep costs down for families.
